Founder, President and Principal Scientist
Dr. Liu is a recognized expert in regulatory strategy development and nonclinical studies for tobacco harm reduction products. Committed to providing less harmful alternatives for billions of adult smokers, she brings nearly a decade of leadership experience in toxicology and risk assessment at R.J. Reynolds, JUUL Labs, and RELX International. Dr. Liu specializes in developing and executing successful regulatory strategies to ensure compliance with FDA and global regulations. Her expertise includes chemical characterization and stability, toxicology, risk assessment, and regulatory submissions.
With nearly 20 years of prior experience in human health risk assessment at U.S. Environmental Protection Agency (EPA) Superfund sites, Dr. Liu was a pioneer in applying quantitative risk assessment (QRA) to evaluate the relative health risks of tobacco harm reduction products more than a decade ago. Her innovative work has influenced regulatory decisions by focusing on noncancer hazards and excess lifetime cancer risks. She has successfully developed and implemented advanced QRA methodologies in regulatory submissions, including PMTAs, MRTPAs, and SE filings.
In 2023, Dr. Liu founded Riskwise Solution, a consulting firm dedicated to providing expert services in toxicology and risk assessment. Riskwise helps clients navigate the complex and ever-evolving PMTA regulatory landscape with confidence and expertise.
Dr. Liu has authored over 50 abstracts and peer-reviewed publications on the toxicology and risk assessment of tobacco products, as well as the human health risk assessment of chemicals at contaminated sites.
